    The 770 is probably the most price effective of what you listed.

    I did a less expensive build (going for dual 290). 290 is better than the 770 in benchmarks but the psu gets butt raped.

    I've noticed NVIDIA cards to be more power efficient and durable where as AMD cards tend to be cheaper with a lot of bang for the buck.

    OT: I would do the 780's.

    Worry less about the PSU and more about the temps if you're going to have two R9 290s.

    Besides having well-positioned fans to help cool the cards, you should make sure the PCIe slots are well spaced. Your motherboard has several slots, so it shouldn't be a problem.
