i don't play servers. i just looked at your advertisement thread. it is buddy. the pictures are generic and show the same thing every other server these days have, etc. it's a hard truth to accept but it's the truth never the less.
players want a unique experience, stuff they can't get from other servers, that's how you draw people in and retain players. this is a real basic fundamental of any business. right now you are angry and saying the community is wrong for not playing your server. you think your server is perfect and unique and that its the players fault they don't want to play. the real problem is you do not understand how the players think nor what they want.
look i'm not going debate you on this. i'm not going to sit here and debate you. i'm giving you sound advice. trust me, i have a lot of experience in this field, I've been in these communities for 8 years, and I have enough business experience outside of rs emulation to tell you what is wrong. if you don't want to think about what I said then fine, it really makes me no difference. your server will wither and fail, just as many others have before it. Quite honestly it takes a couple attempts to get a proper server, and even then not all are guaranteed to succeed.
you need to realize the players aren't at fault for not wanting to play your server.
you need a better advertisement thread
you need better content, that is not generic PI content and copy&paste tutorials/snippets
you need to further your understanding of how capitalism works
you need to further your understanding of how your target audience thinks, what they want, and so forth.
You are not targeting the rsps players in the right way. Adding a bunch of soul wars, grand exchange features etc won't just make players come to play because some of those things are pointless to add when you don't have a playercount to make those types of things effective.

The above users are correct dude. I'm facing the same situation as well so I do know how frustrating it is. Put yourself in a players mindset and figure out what YOU'D want from a server you've just logged into. Keep them occupied as soon as they login, and whilst you've got a small playercount, make everything very community based. Don't have people spread out around the map, it makes them feel isolated and alone which leads to them quitting. Don't make your bosses require 10+ people to kill them, because if you've got a playercount of 2 or 3 this makes killing said bosses impossible.
If you really do think your server is unique, list 10 unique features of it? If you can't, go get some unique features. Servers like Ikov are popular now because they started out small and got into the right mindset: they marketed their server and offered something new. The RSPS market is saturated: with new servers being made every day you need to actually have something to make you stand out, or else you're just the same as about 90% of other servers.
Anyway I'm tired af so if this doesn't make sense lemme know I'll explain further in the morning. It's good of Ikov to actually give you some advice on this though haha :L
Either way, don't give up. The top 10 servers didn't give up and realized that someone had to grab that top 10 spot, so why not them? So ask yourself, "Why not me?". You have the potential to succeed so do what it is that will make you succeed. Stay online, produce high quality and unique updates, only promote staff who DESERVE it, not ones who pay for it or beg for it and market your RSPS(Toplists, forums, merge with servers - can even be MineCraft servers). Don't get frustrated at players though, they just want to enjoy themselves. Figure out why they aren't enjoying themselves on your server, and sort that out.

I think that they got used to RSPS.
Back in the days, playing RSPS was like mastering runescape in short time because leveling is easier and building a can is alot easier!
Before the grand exchange came, getting a whipe or dragon armor was a tough job in rs, but not in rsps.
I remember my first time playing rsps, i was jumping from happiness because i could thieve 100k with lvl1 thieving. also it was like a free RS membership!
people nowadays are getting used to the idea of RSPS and ease isn't a matter to them anymore.
also six years is along time bro... most of the "grownups" stopped playing.
And the last thing is rune-server. anyone can surf here and get some knowledge of how the rsps works, after a while playing rsps becomes boring. And after that the guy wants to start his own project!!!

When I logged in, I was introduced with this:
This alone was enough for me to want to hit the X. Why you might ask?
- Tells me you cannot afford a decent server and its going to have a lot of downtime in the future
- ::master and ::item commands make the entire game pointless
- All your minigames are based around having players, which you don't have
- All info gained on this will not be saved. Ok even more pointless
I continued on to play the game further, to find misaligned text and icons in the sidebars interface, the notes tab actually includes "null"
The home area is just terrible
Basing on what I have seen already I don't want to play this because I can guarantee the rest of the server also follows this sort of unprofessional manner. If you can't give the server the attention it needs, what chance have I got as a player. It's like you haven't even bothered to look around your own server.
