No offence, is it honestly that hard to use RSCD?
This is to archive the caches so that in the future previous caches will be available to people.
You cant download old cache from RS
You should get your own webserver and upload to that (since uppit usually ends up deleting peoples files). Since you're not modifying or extracting the cache, JaGex will not be able to take it down.
Uppit is a shitty filehost. http://multiupload.com and check them all.
But you're still hosting their content (which they have a copyright on) on your webserver...
